There are really big ones like DarthMod for Empire, Imperial Splendor or Colonialism Mod.
Also there are minor ones like Minor Faction Revenge or All Factions mod.
I personally try to get the more Rebellions mod to run currently.
You can mod via mod pack files, esf-file modding and some other way I dont remember right now. But you find modding tools and so on at TWCenter or heavengames also.
Modding is allowed for Empire Total War.
Just the Mod Manager wont work properly. I guess it crashes because it tries to start the Empire.exe directly and not via Steam.
I just need to know if I can simply put mod-pack files in the data folder without doing anything else in order to load the mod-pack or if I have to do something else in addition.
Modding is allowed for Empire Total War. Its an official info on the FAQ of the official website:

The modding tools for Empire Total War are from Creative Assembly themself.
So there is no hacking envolved in modding.
Also the EULA doesnt prevent you from modding.

PLEASE feel free to actually READ the terms which allow you to access the game files of Empire to be able to play. You see, you do not OWN anything to do with ANY game hosted on steam EXCEPT the right to play or use any tools released by the maker. Modding a game specifically outside of the rights granted under the EULA is Piracy under the laws of every single nation in the world.

Yes, there are mods. No, they are not supported.
That is why Empire and Napoleon do not have workshops, but later titles do.
There are no OFFICIAL mods for Empire.
