How to buy regions from the AI
I'm offering France a stinking 13k for Lower Louisiana and they won't take it

For a guaranteed chance you need to offer crazy amounts of money. That said, once in a blue moon the AI will offer you a bargain. I bought Komi in Siberia for a meager 7,000 credits.

Wow, what an amazing deal, 7000 credits for a remote backwater province in the middle of nowhere, sounds like something the AI would propose.

They finally took a deal of 20k+Cherokee Territory.

A very good deal. That’s a region that I capture without having to even send troops. I can build it up and garrison it if I so please, and that garrison is then a massive thorn in Russia’s side if we go to war. If I were someone who sucked at campaign, then it could act as a little safe zone if I lose the rest of my empire.

It's a bit spastic but I think AIs will never sell a region that is a victory condition, for example I can never get Spain to sell Florida to me. The only time I buy regions is when playing as the US, 35-50k usually gets me a region besides the before mentioned victory condition thing. Something that alot of people don't think about is offering payment over time, useful when you don't want to wait to build up a large fund for a one time expense.

I kept going up little by little until they accepted. I'm playing mission 4 of the USA campaign. Got all my victory conditions except for 2 more regions for the total of 22

France offered me Upper Louisiana (USA victory condition) for Dutch Guyana.
I don't know if it was because I was allied. Seems allies are a bit more allowing in trades.

You realize that Komi has 0 income at the start of the game, and it takes about 30 turns with
the tax exempted, to even build a revenue producing building, I would probably decline that offer for 7,000. But hey, you got way more experience playing empire than I do.

Dutch Guyana is a gold mine, Upper Louisiana is dirt poor, the AI always offers to trade territories like this. They want you to lose income.

Did you even read the post? Upper Louisiana is USA victory condition, besides, I've been making 25k every turn with 12k for unit and ship upkeep each, I could care less whether Dutch Guyana gives me more money than Upper Louisiana

Why would he exempt tax? You don't have resistance to foreign occupation when you buy a region

That wasn't my point, I understand Upper Louisiana is part of your victory condition, I am just saying that is why the AI offered you that trade. They do it all the time. Offer you a worthless territory, in exchange for one of yours that makes good money.


You exempt tax in a region that makes no money, so you get growth. It doesn't cost you any money to exempt that province from tax, because it has no income. Growth will make towns appear so you can build a building that does make money. If I'm playing as Russia, I always exempt Komi, for this reason.

If the region is a victory point, it has more worth than a region that gives me three times the amount of money. I would prefer not going to war against France just for 1 region.

Yeah, especially since even the base game throws money at you towards the end.
