A very good deal. That’s a region that I capture without having to even send troops. I can build it up and garrison it if I so please, and that garrison is then a massive thorn in Russia’s side if we go to war. If I were someone who sucked at campaign, then it could act as a little safe zone if I lose the rest of my empire.
I think you kinda got fleeced.
I don't know if it was because I was allied. Seems allies are a bit more allowing in trades.
You realize that Komi has 0 income at the start of the game, and it takes about 30 turns with
the tax exempted, to even build a revenue producing building, I would probably decline that offer for 7,000. But hey, you got way more experience playing empire than I do.
Dutch Guyana is a gold mine, Upper Louisiana is dirt poor, the AI always offers to trade territories like this. They want you to lose income.
Why would he exempt tax? You don't have resistance to foreign occupation when you buy a region

That wasn't my point, I understand Upper Louisiana is part of your victory condition, I am just saying that is why the AI offered you that trade. They do it all the time. Offer you a worthless territory, in exchange for one of yours that makes good money.
You exempt tax in a region that makes no money, so you get growth. It doesn't cost you any money to exempt that province from tax, because it has no income. Growth will make towns appear so you can build a building that does make money. If I'm playing as Russia, I always exempt Komi, for this reason.
