Why would I bother? Absolute Monarchy is substantially better than Constitutional Monarchy (IMHO at least); and there is still no end of those who have difficulty maintaining Public Order in newly conquered Capitol Regions under even a Constitutional Monarchy, The Middle Class is no easier to repress in the early game than the Lower Class, and perhaps even harder due to the greater abundance of Bon Vivant and Jug-Head ministers compared to Stall Holders.
Did you read my post? It says:

The industrialization penalties in the early game are a simple -1.
Further: you seem to be implying that garrisoning conquered Capital Regions is a breeze under Constitutional Monarchy - which every reader experienced with the game will know is a fantasy. Public Order problems don't simply go away by changing Government Type. They are different, but still very real in all three Government Types. As I've become better at the game I've come to prefer Absolute Monarchy.

Those are all vanity builds - that don't return an economic benefit within the length of the game. I only build those (except one each when required to enable research) until after I've conquered the World.
Cause a revolution in your capital, and let them win.

To go from Absolute Monarchy to Constitutional Monarchy requires that first Cromwell lead a rebellion to form a Republic; and then that the Middle Class have a Glorious Revolution inviting William and Mary to assume the monarchy.
Yes, Pgeerkin's post gives the outcomes. Just move your armies away from the capitol before you do it. There is either a guide or a post if you look back a lil bit that goes into detail about it.
Know the landscapes weakness... what is the capital region dependent upon (It has a large population that will revolt but.... that comes at a cost. That means it is dependent upon stable food.) <-and cobbled stone streets>- (you might need an undetected gentleman agent that may never return.
Great Britain for example has a tremendous amount of people but where does it get it's food from? Ireland?
Possibly.... Let's see huhere. Oh what a surprise.. the spanish port that was built at this location is eerily enough within one movement radius of my fleet.. I wonder how I can manipulate this to work to my advantage in time...
In short when you take Ireland make sure you take the capital city as quickly as possible because they are going to be really angry with you that they starved for a bit. (it builds character;fasting) ... and you don't want to invade a city where the great populace is all diseased and some of them may yet be alive... -cannibalism- think of the diseases that would bring to us :(
