And here I read a thread about the AI never doing amphibious assaults. Next to that, if Windward and Leeward are attacked every 3-4 turns perhaps you should invest in a navy instead of a fort, you know. Why allow them the attack if you just can sink their transport?
There is hardly a way to make forts usefull since the AI will just walk around them. The only place that makes for a good fort location is Vienna-Budapest since Vienna is reinforced from Budapest in a battle and placing a fort in the region above allows you to reinforce both Vienna and Budapest from that fort. But to actually stop the AI? They just walk around it, like most players will do aswell.

Em... you do realize that there is such a thing as zone of control? Meaning, any army that wants to get past has to either move around or go through it, and subsequently fight the garrison. This is the whole purpose of forts; not necessarily being a complete barrier, but at least slowing down the enemy.
