What angle are they firing at? What is the target? Do they turn the guns and aim them at the target? What sort of terrain are they on?

Are you targeting friend or foe? First off if you are specifically targeting something, make sure the artillery is not in a "group", secondly, make sure the "fire at will" command is turned off, third,"Is the target in range of the ammunition you have selected"...

yeah of course the target is my enemy troop and is inside the range, i tried issuing an order with fire at will on but nothing happens so i decided to turn it off and re-issue the other but the artillery guys decided to chill and not firing instead of following the command lol, so i got frustrated and issue a retreat order on my artillery and order my cavalry to charge at enemy's mortar and artillery

A cliff or a hill? Cliffs can mess with pathfinding.

Noticed this poster's questions were not answered. If the guns are not able to turn (train) in the direction of the target because of some map obstruction (seen or unseen), the guns will not fire. I've been wondering why someone would have their artillery go into retreat? Why not just re-deploy (unless the player was unable to do so, due to terrain)?

i tried re-deploying them still nothing so i decided to send them back home to save for another battle than to let them over-run by the enemy and get wipe out just in case.

I've still thinking about why your artillery would not fire. One of the only times that my long gun artillery would not fire at a target: "Is if the targeted unit was inside a fort", howitzers and mortars could target a unit inside a fort, but not long guns like 3 pounders on up. I'd try deploying at higher elevations than the fort thinking that might work, it didn't.

Question: Was the unit you were targeting inside a fort?

nope, i place my arty at the edge of the cliff, of forgot to say the target is in between the buildings but i think from my cannon's position it is still a valid target considering the cannon max angle of fire also im using a horse arty, btw it happened again but this time im using a demi cannon and my target is the enemy fort wall, im trying to punch a hole on the fort but my cannon wont fire and i noticed that their status is saying "firing" but they are not, they are just standing besides the cannon and every time im trying to re-target they will just lift the cannon and put it down again then back to standing.

OK, getting a clearer picture as to what is happening from the cliff.. It's not the type of unit your using, such as horse artillery. I think you know what the problem is, but is having a hard time accepting it (your unable to get direct fire because of an obstruction (ie. town building). Been there, done that... AHH HA!!! I thought to myself: "I'll blow the building to smithereens", so my target will be exposed, Nope, that didn't work (the building turned into a pile of junk). Sometimes I think the ai deployed certain units in places forcing the player to work for it's destruction, what a PITA.. Did not sound like you lost the battle and had success sending in the cav to finish off the PITA.

The fort wall issue: Again try to use artillery not in group mode, shut off fire at will, select section of wall that you have unobstructed direct fire to. Look at your unit icon to see if the yellow hand is lit up, if it is not - click the targeted wall again (the yellow hand should light up), again the wall should be in your LOS (line of sight), not a wall on the other side of a fort (although that can be done at times). Fort walls can be targeted and damaged, even when the walls show they are further away than what the cannon shows what it's maximum range is.. When changing targeting from one section of wall to another section, artillery often have to be double clicked to the new location.
