Try this mod. everything pretty much stays the same. all nations added but no new content than vanilla.

There most likely will never be another DLC release. I'm pretty sure the developers have moved on from this game considering how old it is.
The only current DLC's avalaible are the Faction DLC. A faction is the country that you're able to play in-game (France, Austria, Prussia, etc). The DLC's are simply skin DLC for your infantry for each seperate faction. There is however the Warpath Campaign DLC, which adds a nice little campaign that introduces a few more factions into the game. However, they only apply to the Americas.
Basically, none of the DLC are actually **necessary**
Empire Total Factions is pretty similar to this - it makes a few small changes (for example, Fifth Rates can be recruited in trade ports. I think this was intended to give small nations a chance of avoiding having their main trade port blockaded).
All Factions Unlocked allows you to play as 'minor' factions but not emergent factions. Empire Total Factions allow you to play as minor and (most) emergent factions.
You might wonder what is the difference between minor and emergent factions. Minor factions are non-playable factions which exist on the campaign map at the start of the Grand Campaign, such as thhe Thirteen Colonies, Denmark, Hannover, Venice, Morocco, Persia and Mysore. Emergent factions are non-playable (except for the United States, in the Road to Independence campaign) nations which can emerge if there is a rebellion in their 'home' regions, such as Mexico, Quebec, Ireland, Scotland, Norway, Hessen and Punjab.
Even if they are unlocked, some smaller factions are very difficult or impossible to play, usually for either (or both) of two reasons:
- They have a very limited roster
- They have a powerful neighbour who they're unlikely to be able to defeat
The first problem can be solved with a unit mod, such as the amazing Additional Units Mod or the more basic Minor and Emergent Factions Unit Pack (both available from: http://www.twcenter.net/forums/forumdisplay.php?1520-Unit-Packs-and-Stats)
The second problem can sometimes be solved with a unit mod. For example, playing as Ireland, I usually can't defeat the British invasion which normally happens, but I can sometimes achieve it with a unit mod, especially if I can ambush the invading British army, as shown in Éirí Amach: Irish Rising (an Ireland AAR): http://www.twcenter.net/forums/showthread.php?668990-%C9ir%ED-Amach-Irish-Rising-(Ireland-AAR)-updated-February-22-2015. Another way to solve it is by giving the powerful neighbour military access to your country (this is an exploit, which works because AI factions don't end military access agreements and can't invade countries they have a military access agreement with).
