Pretty chapped over the neglect over this title... but if you do continue playing it despite its inability to work more than 50% of the time, sadly you will never find another like it in the total war series in terms of vastness and options for play. I did manage to get much further in it when I installed windows vista x32, and set steam to play it in offline mode.
It was designed on windows vista, windows 7 was released shortly after the games release. Because of the stock market collapsing in 2008, the game was pushed out the door unfinished. Many last minute major changes were rushed that inherently broke the game, such as steam integration which broke multiplayer. Most of the staff was let go shortly after the title shipped, then they closed the studio down until everything could be figured out.
Napoleon is very close to empire, I suggest that you try it since it actually works, though on a much more limited scale.
i have verified cache as well ad nothing changed
SInce noticing this I have not had ANY corrupt files, though I was encountering it fairly frequenty before that, in several hundred hours of play.
