2. It's kinda buggy, but nothing egregiously gamebreaking. The worst issues are nonsensical AI, some poor balancing, and the occasional CTD.
3. Good mods are far and few, but they exist.
4. Yes, most likely.
First of all this game needs to be updated. The UI and the campaign map are not that great.
If you don't have it, you might want to get Shogun 2 instead.
Medieval 2 needs an update even more than this game does.
I've been playing Empire for a long time, since it came out.
I delete it from time to time because I forget how ancient the User interface and map are. The battle screen is not too bad, it's about as cool as Napoleon but that campaign map is miserable.
I just downloaded the game again today and just got finished playing a couple hours in a saved game as Great Britain that I had going from the last time I had it installed.
Get this, I'm at war with Sweden, I took Denmark, the whole country, but they have Norway and Sweden.
In the New World I hold colonies in Maine Nassau and Cuba / Hispaniola. While I'm fighiting in Europe guess who invades Maine?
INDIA, the Maratha Confederacy and they pick my single colony to attack.
India discovers the New World and attacks Great Britain and what's even worse, they won it.
Their cavalry are Camels and their General rides elephants. Couldn't believe it.
See, the way you access the New World and India is through a tiny map in the bottom left corner. You click on it and there you are on a different map. You got the New World , Europe and India. It's weird. It's not continuous. Not only that the map is retro compared to the newer Total War games, it's kind of hard on the eyes. Not as pretty as the newer Total war games , drab, plain and barren by comparison with tiny lettering. The game play however is challenging and I've always liked this game.
The user interface is dated and kind of annoying but you get sort of used to it. Every province you take over or control has these building you can construct, one of them being schools that can be upgraded to higher institutions of learning, like divinity colleges or universities, you put a scientist, gentleman or scholar (agents), in one and it boosts the abiity for each 'school' type buidling to research a differnt topic in one of three or four catgories. I think it's four. Like firing by line for infantry, socket bayonets, limes and lemons for sailors, 12 lber cannon, explosive shells , the spinning jenny for textile mills, coke technology for iron working, selective breeding for cattle ( agriculture), so it's involved and interesting in that respect.
But I will warn you, everything you do, including mistakes in battle that require you to reinforce an army that's been shot up costs money. So you have to build your economy.
This game can be unforgiving if you make mistakes.
Ships are very important in this game if you choose a maritime colonial power like Great Britain or France. Those two have all kinds of ships and the big bad ones cost big to build and big to maintain. However you need them to project power and defend your country and colonies from smaller nations navies, you have to use ships to transport troops and even agents.
There's even pirates in this game. Them damn pirates...lol
But then again the campaign map isn't the greatest I wish they would remake this game because it is pretty cool.
What the hell, if you're an old timer and you don't care about flash over substance, there's plenty of substance to overcome the lack of flash. I think it will be a cold day in hell before they remake this excellent but quirky game. If you love the time period you can't help but like the game. Get the DLC too. I got all of it.
It's mostly elite units.
Never seen any mods for it. The age of Muskets and Monarchs, the age of the rivalry between France and Great Britain. In the game I'm currently playing as Britain we are at peace but I can't ally with them. France is a powerful country.
I have never had a CTD with this game or any other Total War game, and I got em all.
Yes, there are bugs. For me, the most annoying is lag in siege battles when the wall is breached, especially on siege maps in India.
Yes, there are mods. Some enjoy the big overhaul mods which are listed here: http://www.twcenter.net/forums/forumdisplay.php?1071-Empire-Total-War-Hosted-Modifications. A lot of modding skill went into them and they tend to make a lot of changes which you might or might not like.

My suggestion is to play the unmodified game for a while, to see what you like and don't like about it. When you know what you'd like to be different, that could help you to choose a mod. For example:
- Annoyed by siege lag? Try Shokh Hates Sieges.
- Want more challenging AI? Try one of Bran's Empire AI mods (there is a 'battle AI only' version and a campaign AI version. If you use the latter, I recommend using the one with reduced Ottoman turn lag.)
- Want more playable factions (and to play as smaller nations? Try Empire Total Factions.
- Want more historical realism and slower-paced battles? Try Imperial Splendour or Empire Realism.
