Report a translation problem
A mod manager isn't the only way to make mods work for Empire (of course, in your experience and mine, a mod manager isn't a way to do this!). That post says that the current version of Pack File Manager is in the modding workshop for Attila. However, now the current version of PFM is in the modding workshop for Three Kingdoms, here: https://www.twcenter.net/forums/showthread.php?796914-PFM-5-2-Three-Kingdoms-Support.
Which mod(s) are you trying to use? In my experience, larger ETW mods (with launchers) usually create a user script file for you, or include instructions on how to do this. Smaller ETW mods are often 'movie' type files, which means that they don't need a mod manager or user script file to activate, they work automatically.
I wonder if you're using a Mac (mods made on PCs often don't work on Macs) or if your Steam or copy of the game are installed in non-standard locations (some mods, such as Empire Total Factions, only work if the game is installed in the default location).
Have you reported the problems with starting The American Revolution to the mod creator on their forum on Total War Center (if not, do you want to)? You mentioned trying a mod manager before, were you trying to use a mod manager to make The American Revolution work? There's a new version of The American Revolution coming out on July 4, so you could try the new version (if you do, don't forget to uninstall the old version first. I'd suggest installing a clean copy of Empire, playing a few turns of the Grand Campaign before installing any mods and then installing The American Revolution). Obviously, you could report problems to the mod creator, as he's active at the moment.

Darthmod is an okay mod but he really just slaps other peoples mods in a mod pack and I don't like them all
When I had difficulty installing another mod (Imperial Splendour), I contacted the modders using their forum on Total War Center. They solved the problem. A modder who's working on The American Revolution was answering questions today - https://www.twcenter.net/forums/showthread.php?798052-The-American-Revolution-Mod-v3-Tenth-Anniversary-Edition-Questions-and-Answers&p=15806100&viewfull=1#post15806100. So I suggest asking for help in The American Revolution forum., or waiting until July 4 when the new version is released and trying that (and asking for help on their mod forum if you need it).
I know what you mean about DarthMod combining different mods and liking some but not others. I wonder if you're like to try a mod which makes fewer changes, such as Empire Total Factions, and adding smaller mods (either ones which are available, or ones you make) to customise your game-play? Empire Total Factions plus Swiss Halberdier's Additional Units Mod plus Bran Mac Born's Empire CAI Mod should lead to a pretty good experience, for example. Here are links to them:

You can play as the Thirteen Colonies or as the United States in the Grand Campaign with this mod. I just spend hours just for those mod and now i know why it wont work , thanks for telling . Well at least i can get Darthmod and ACW for NTW [ the other mod wont work at all.]
