Workers on strike!
So, I captured Paris on my Britain playthrough, and the people is not happy with that. They sent me a letter of demand that they are unhappy with the current government, and there will be rebellions if I "don't do anything about it".

What can I do to make those people happy? I already exempted region from tax.

You can convert the population to your religion (which is pretty overrated and for most campaigns doesn't make a huge difference). You could demolish industrial buildings and schools (which will gut the local economy and your ability to develop tech). And you could build hapiness buildings, which again, are an economic burden. Your best bets are to have an army there, destroy any rebellions that come up, and over time start moving your army out of the city and building a garrison of militia in the city. Eventually that militia will no longer be necessary.

There aren't any industrial buildings. Also, I have an army there. An army of 1000 people. Hope the public order becomes stable, because there are French armies nearby Paris so I'm scared.

1000 isn't many. Just build a church and upgrade it to its maximum while keeping an army there, test every couple turns if you can move the army out without any of the pops dropping below yellow, and when you can, boom.

Bring in the dragoons..!!!! Dragoons have a bonus to quell civil unrest (check out their abilities). Many suggestions are tried and true here. Let's face it you have a religious and resistance problem, "over time" additional churches and coaching inns help solve your probems, be patient.

-Build a church
-Bring priests for faster conversion
-Destroy the school
-Build whatever the green building is that spawns spies/assassins (can't think of it off hand)
-Exempt from taxes

These are the main things to taking over a region and making them like you. BUT....

When you take a county's capital they are especially angry and while the above works they almost always rebel. So whenever i take a huge city that's also a capital i also bring two armies, i to fight and occupy, and one to beat back rebel armies (or in your case other french armies).

If you took Paris, i'd say destroy every church, i think there are 3 in Paris, and turn 1 or 2 Protestant and then build whatever the green building is that makes people happy and spawns spies. Be sure to destroy the college and make it another church or another green building.

yup, everytime you take the capital region of a major faction they rebel 3 times before the pop happiness goes on YELLOW, and thats if you have a full army garrisoned there. It really slows down progression in the campaign which is pretty annoying.

So... how do I build a church? Also there are no schools in Paris.

once you get a town you can build several options church/school/workshop/tavern

The people of Paris will be pissed for 15-20 turns, give or take a few.

Garrision some troops there to insure the rebels don't reconquer Paris in the name of the French, at least until the unrest dies down enough for you to no longer have to keep a costly garrision force in play.

You can take out each rebel force that pops up, if you wish, but that involves alot of battling the rebels over several turns, and might leave Paris open to attack by neighboring rivals. You can leave the rebels alone (like I do), and they'll either go around the countryside wrecking everything, or just staying in one spot.

Honestly, it's just a waiting game at that point.

Bring an assault army and an occupation army. Your assault army should be Line and Cannon. Your occupation army should be as many dragoons as you can afford, ideally at least 5. On the same turn you take Paris, move the assault army out and move the dragoons in. Move the most damaged Line Infantry from your assault army to the city. Park the assault army close to Paris, so that the city is inside the zone of control (the red area around the army).

Immediately order up replacements for your reduced units and use the assault army as a screen against the rebellion army.

Rebuild the government building ASAP, as well as any inns. Destroy any buildings in the school tree or the religion tree. Bring any ministers you might have. Build more inns (not realy).

If you don't think you can hold Paris, destroy every building in the Region and move your army to the southern port or try to take Alsace while you put together a follow up invasion.

Or you can sell it for cash or tech to an ally of yours or an enemy of France.

Ok the capital of major nations is usually going to do that every time you capture one and you can’t do anything about it. Here’s what you do to slow it down. First destroy any schools they cause unhappiness to the public. Second build something that makes the people happy like for example pleasure gardens which gives +2 happiness to the region. And third always have a large army inside the city, there will always be a rebellion every third turn if the people are unhappy. You can check how long the people will be unhappy for by right clicking on the city and looking at the lower class status. For example if it says -7 it means the people will be unhappy for 7 turns and then it will turn normal. If it is 0 then you are stable and rebellions will stop. When it is a number higher than 0 then you have nothing to worry about. You can also look at your ministers and kick out some that cause unhappiness to lower classes to improve the regions happiness. I hope this helps you in your future campaigns.
