I use Empire Total Factions. It makes all minor factions and emergent factions playable. (Minor factions are on the campaign map at the start, emergent factions such as the United States and Quebec can emerge if there is a rebellion in their home regions.) It doesn't add extra units (except for allowing factions to recruit 5th rates from trade ports, which gives small factions a chance to avoid a blockade destroying your economy.) This means that some factions have a very limited roster. If you try Empire Total Factions, I suggest adding one big unit pack such as:-
- The Additional Units Mod (AUM) by Swiss Halberdier (and others) - an amazing variety of units with textures and descriptions by very skilled modders. I really enjoyed discovering the extra units and recommend it. It's here: http://www.twcenter.net/forums/showthread.php?250655-Additional-Units-Mod-Empire-(AUM-EMP)-3-6-updated-21-10-17
- The Minor & Emergent Factions Unit Pack - a smaller collection, which unlocks cancelled units and makes units worth recruiting, so it offers less than the AUM. This mod is intended for people who enjoyed leading a nation to freedom in the Road to Independence campaign, who would like to have a similar experience when playing minor and emergent factions. I enjoy the challenge of using improved militia and irregular units against professional armies; if you would enjoy this too, it's here: http://www.twcenter.net/forums/showthread.php?736314-Minor-amp-Emergent-Factions-Unit-Pack-v1-01-August-5-2017
Alternatively, instead of using one big unit pack, you could use one (or more) smaller unit packs. When I played the campaign for my Venice AAR, The Lion and the Eagle: http://www.twcenter.net/forums/showthread.php?660374-The-Lion-and-the-Eagle-(Venice-AAR for example, I really enjoyed using the units in Pom's Italian States Mod - in chapter 16 of the AAR, you can see the Veneto Real regiment marching into battle and in chapter 20, you can see Venice's Company Infantry firing - both units were made by Pom.
I do not recommend using several unit packs at once. The game seems to have a fixed maximum number of untis which can be recruitable in a region. If this limit is exceeded, then the recruitment panel goes blank for that region capital - I cannot recruit any more units there.
