Report a translation problem
Now I'm not sure if you or anyone else out there did the exact same thing I did or not; but your description matches with my problem I have. As the tech gets finished at around turn 31-34 (depending on whether I forget to build the stupid building the first few turns.) Anyways I'm going to try the game again without building the meeting hall anywhere and only have the one in my capital do all the work, and see if that makes difference. I will report back with my findings, but if anyone out there has an easy fix for this bug. Please let me know so I don't have to lose my mind trying figure this out. Thx!
