go to Control Panel and click on Region and Language an in the pop up menu go to administrative.
Look down you will see Change system locale... mine for example the Current language for non-Unicode programs: is English (United States) maybe your is set in Spanish if so just click on Change system locale... and pick English (United States).
restart your windows and start the game. if that don't work I have no idea how to help you.
For example my Need for Speed Hot Pursuit from 2002 didn't give me a option to change language but because I was living in mexico an purchase a laptop with windows that was set in english for display language but the game install in spanish because the system locale was set in mexico.
Also I play a game call men of war that have a lot of russian players every time they type in russian I cannot read it because it didn't show the russian text until I change my system location for it to show me the proper russian font.
that's why I suggested that option.

Go to Steam's
SteamLibrary\SteamApps\common\Empire Total War\data
Check if there might be other language files of mods that might have conflicted with each other. You can find other language files by searching for files/packs (examples) named like:
or the likes.
Delete all suspicious ones. Have Steam validate all game files so it can re-download what you deleted but shouldn't have. Before doing so, you could change the language of the game to something else, let Steam download those language packs, then switch back to the desired language, let Steam re-download these language packs as well and only then delete the suspicious files and let Steam validate all game files again. There should be only three files for the language in question in the game's data-folder:
Also go to yer user folder %AppData%\The Creative Assembly\Empire and delete everything there. But first back up those folders, particularly yer Save_games and Replays and in the scripts yer settings called preferences.empire_script.txt, if you love them.
And lastly: stay away from mods that don't come in yer own language. Otherwise you can start all over again cleaning up the mess they have left behind.
