Absolutely loving it so far! But...
I seem to be getting 0 exp after hitting the midway point of level 6. Anyone know the reason? I'm not sure if it's explained anywhere yet. I can only guess there's maybe a level limit in certain areas, or something. I'm at the part where you have to buy a double merv burger.

Guess I just answered this for myself: I think there are level gates depending on how far into the story you are. I completed that Merv Burger quest and now I'm leveling up again.

it's just a limit to how many enemies you can eliminate in a given area. you just need to either ...
A) die, keep exp and gain more exp. (you lose lots of money tho)
B) move to an area you havent kicked butts yet (or not enough to hit the limit)
C) as you said, progress a bit in the story.

Ah good to know. Playing on Hard myself so that's what I've been doing for the most part. Already figured the most efficient way to continue is to beat everything up until I can afford all the food in a chosen district.

Speaking of, seems they streamlined how food and stats work in this one. You only get stats for the first time you eat an item. No more stuffing your face with beef sticks all day (RCRU).
