After some research this is what i've found

That being said I don’t quite understand what I did to get the “blasphemy potion” I followed the wiki’s guide on how to get the “Brew laddy” tier of potions and I got them all. I also leveled them up. I also bought the fabled potions ticket from the diamond store which ended up giving me some “brewman” tier potions so i leveled them up too.

I’ve come to the conclusion that the “brew laddy” potions are called blasphemous potions. Or maybe it’s the “Demon rarity” potions that you need to level. Whatever the case may be I'm finally able to get the "Brew man" upgrade.
