Is this a BUG?

So I'm only in the second part of the campaign and just unlocked a building that gives guests. Keep in mind this is ONLY the second round of the campaign.

Everything is great, playing against AI, and suddenly I hear "ding ding ding" over and over. Blue AI scores 7 points out of the blue. I search and search and search and see that the AI, for some reason, has 7 guests and triggered the Gain 1 VP income 7 times.

I'm still new to this game. What am I missing? How did blue AI get these 7 guests? I know they didn't just spam the Clubhouse for 7 turns because for one thing it hasn't been up that long and for another they have no good and it rewards good as well.

Is this an odd bug I've discovered?

It's definitely possible it's a bug. It's also possible it's just a weird play from the AI. Without the game log - can't say for sure.

Did blue have a robot? Each time the building with the robot is used the player gains an advancement card. If blue is the only one with a robot and there are only guests it is very much possible for the blue player to have a ton of guests and points.
