It's likely a licensing thing. Asia tends to be considered one region for Japanese music licensing. Releasing in Korean and Chinese (the latter probably mostly for HK) is close to free money.
And yes even if Namco owns the music in Japan, depending on the contracts they might have to pay the artists again to release in the West. The Japanese record industry is stricter than the RIAA.
None of the IM@S game have International Server, Including Starlight Stage and Theater Days, Only Mobamas(KR Server,already end of service) and MLTD(KR and TW) have server outside Japan.
See, even LoveLive(Both SIF and SIFAS) and BanG Dream(GBP) have many version in other countries or regions, I just don't understand why BNEI don't care about foreign Producers, until 15th Anniversary.
