How to Access Operating Room in Hospital?

I've heard that the blood pack I need for the side-quest can be found there, but I don't know how to access that room. I believe there are "portals" behind some locked hospital doors that let me access them, but I can't find the key to unlock those.

There's a ladder in one of the restrooms that'll get you to the floor where the OR is, if I remember correctly.

You'll need to use greenlight matches to get the blood pack.
