I know R'yla gives me spells for stolen essences, but where is the other guy who will trade "Xoph?" for regular essence?

Slight update. The merchant is Valnir. Originally you find him in Imbolt.
He has moved from there.

Found Valnir in the Frontier, but he gives me upgraded Oph. Cannot find normal variant.

Just after a gate with a respawning elite enemy guarding it. On a normal hill.
