By the time you want to get healers, you should have pretty much 2 markets worth of houses and most of them being upgraded to T2 already, at which point 25 gold is no problem at all
p.s.
You always need more houses than your pop can fill, as a house with a single person in it still pays the same as a house full of people.
that would be great if its not effecting desirability of the area.
At tier 2 you dont need it's desirablity, it helps to push for the 65 limit for T3, at which point (150+ ppl) 25 gold is not a problem.
Early on, you need to cover the desirabilty with decors, wells, school, altar and pole, out of which only the altar cost you 4 gold upkeep, the rest are free.
