It is also possible that there are just too few wells and they keep running out of water. But that is rather rare if you have a good spread of them. Even on barren maps with arid land, I typically don't run into issues of wells remaining completely dry for too long.

I have 450!!! water on stock. Its impossible to deliver that water from my storage to the peoples houses. Yeah, absolutely my fault.
Medium gardens are great for raising desirability. They stack with each other, unlike most other decorations. They are 2x2 placement. Often, I'll have a row of these in between houses and I'll just place a well in one of the spots since it is also a 2x2 placement. The upgraded well also gives desirability.
Yes, the Issue is that Buildings need a Well in range. This isnt really well communicated in the game though.
It actually is communicated very well in the game, through all kinds of signs and tells.
Water is stored in wells, not in the wagon.
