I don't understand what I'm doing wrong
I don't use hay, because I like to be more flexible by using grain.
However, to ensure this I have built a store house next to the farms and then by manipulating the demand levels of all my Store houses I have forced all the hay produced too the Store next to the farms and forced that Store to push all other crops elsewhere.
Do the same for the Hay to move it to the store you want it in, leaving that one to accept infinity Hay.
Farms will still, once in a while, take grain instead of hay but Devs state above they are aware. Put your Hay store next to your farms and the Grain Silos as far away from them as you can.
Not a great solution but works 80% of the time.
