Save, quit the game, then re-start. That worked for me.

yup. same here. thanks! now able to add 24 per fort. Im on original save 80 hours in. only missing out on deep mines.. but will try to find mod that enables me to place one..otherwise loving it.

Just letting you know, the second time it happened for me, it was right after upgrading my second barrack to fort,

And I'm quite sure the first time it was after upgrading too.

first barrack upgrade to fort > try to recruit - same issue

Agree, same here. After upgrading, will not let you get past 12.
