Then barracks. Because fully staffed barracks and guys with plate and halberds can hold off 150+ raiders without towers or walls, easy peasy. 10 guys equipped in mid-range stuff is enough to hold against 80-100 raiders, by the way, which is what attacks you at 400 pop. You dont need more.
The barracks upgrade is more of a late stuff to do, you will need to be able to provide the equipement to the soldiers
- all markets to t2 (steady gold income)
Nothing else matters, and can be done whenever you want.
Market makes sense for the immediate income upgrade. What specifically does the trade center add that makes it so important?
Better merchants along with more varied goods and more traders per year. Upgraded trade post is a must for maps with poor quality as you will need the stuff they bring. Once you have a solid t1 and t2 industry going you can make mega gold selling the stuff you make from the materials they sell.
