Shelters vs Temporary Shelters
Why does the population insist on living in Shelters instead of the upper tier Temporary Shelters?

My understanding is that temporary shelters are intended for worker which are far away from the town (mines, pits, workcamps, ...). By placing temporary shelter near these places, some food, firewood, ... will be pre-stocked in. In winter these temporary shelter will be used as a refuge for the remote worker sparing them the need to walk back to they home far in the town. This should increase work efficiency and also minimize travel risk in harsh weather.

Temporary shelters are just that - temporary. As michbret123 said they're for us as emergency shelters in places far from your town so your workers can take refuge in them in bad weather rather than trying to get home. They are not homes as such, just temporary resting places if needed.

Thank you Guys. I thought they were the 1st upgrade in housing. I must have built 30 of them before I realized they were causing un-happyness when built in a town. Game is making more sense by the hour. :)

The temporary shelters do not cause unhappyness.
People are unhappy because they do not have homes.

They also act as a place for workers to get food and drink (and firewood) when they are hungry.

I've built temporary shelters a few times. They seem to be a waste of money. What I'm doing instead is to build a few permanent shelters with a few support items, such as a well and call it good. They seem to work well, except for being targets for raiders. Currently, I'm trying to add walls and a lookout tower to see if that helps.

That is how i had been dong it railruner130. I also include a storage building that i hope saves the walk back to the main town storehouse. I'm assuming the inventory goods are auto-transported between storehouses as needed by residents.

They confused me a little when i first started playing i think they should be called an Inn or Hostel or Refuge or Work camp would work if we didn't have that already as something else or just not use shelter as as the name for tier one housing, shack would work just as well for example

I like your idea of a name change to refuge.

Prior to 0.8, workers used the temp shelters and they seemed like a good idea. Since 0.8 they walk right past them.....

No one EVER moves into my temporary shelter even when I am short on housing

Because that's not what they're for. Emergencies only like very bad weather and villagers can't get home from far away work places in time.

Given that you can now build housing out by far off work places I'm wondering if the whole temp shelter thing should be dropped from the game. Doesn't seem to serve much useful purpose most of the time and takes up food, water, firewood, etc and wagon time transporting the stuff out there.

The only benefit I see is the ability to specify the area where you want work to occur. Maybe add a work zone paint tool like the raze tool for gathering mats but with some options like only cut mature trees. Other than grabbing a quick meal when far from home, its not very useful and 4 laborers clear stuff way to fast to make them long term viable.
