The temporary shelters do not cause unhappyness.
People are unhappy because they do not have homes.
I like your idea of a name change to refuge.
Because that's not what they're for. Emergencies only like very bad weather and villagers can't get home from far away work places in time.
Given that you can now build housing out by far off work places I'm wondering if the whole temp shelter thing should be dropped from the game. Doesn't seem to serve much useful purpose most of the time and takes up food, water, firewood, etc and wagon time transporting the stuff out there.
The only benefit I see is the ability to specify the area where you want work to occur. Maybe add a work zone paint tool like the raze tool for gathering mats but with some options like only cut mature trees. Other than grabbing a quick meal when far from home, its not very useful and 4 laborers clear stuff way to fast to make them long term viable.
