Can't update the centre building till tier 3

Have 180+ population, 30+ houses, but can't update till lever 3 because it shows I have only 17/25. Fix it please =\

This is not a bug. It's not the number of houses you have, but the number of a specific type of house. To move the TC up to tier 3 you need 25 Homesteads. You likely have only 17 of these and the rest will be Shelters. Improve desirability and make sure the other requirements for Shelters to upgrade are met and they'll do so.

I understand, but I have only one type of houses and there more than 30, I don't have any single shelter. And now I tried to build more and nothing is changing.

Ir makes this game impossible to play anymore and itš not progressing what so ever =( Maybe there is some kind of files repair tool or something?

You could try verifying the game files, check each house to see whether they say Shelter or Homestead. And again, also check that the other requirements needed for the houses to upgrade are being provided. Food types, herbs, desirability all play their part in housing upgrading.

all requirements are completed apart of 25 Homestead. I have more than 25, the game shows 17/25. Deleting one Homestead, it says 16/25, build it again, the same one, still shows 16/25. Something is wrong there.... each hous info says it is a Homestead.

Rebuilding will make that house a Shelter, not a Homestead unless it upgrades again. Can you provide a screenshot of your town to look at?

there are shelter that can be upgraded to homestead, and temporary shelter that can't be upgrade to homestead. Maybe you're confusing shelter and temporary shelter. I have never encountered miscounting on the game part regarding numbers of housing types.
