But it's not the same in Tropico, there's actually tons of filters and breakdowns of every kind of citizen trait in that game.
The reason the school always has issues finding educated workers is because it pulls from the laborer pool. And when assigning real jobs, educated workers are picked ahead of uneducated workers. So the laborer pool tends to only have uneducated workers.
