Also your town is gorgeous btw.
Market plus school plus healer then decor, then theater plus pub. You really don't need all that much decor. I use the line garden. Put down some houses leave a little room drop down a few line gardens (not sure what they are really called). You should be able to get them to 65 with that.
To get the houses to max level, you need desirability above 90% so they don't get abandoned. You will need to put all the decorations i have to reach those numbers along with plaza's.
They do stack but at 1 or 2 percent increases but I get your point. To hit high numbers of 90%, decorations are gonna have to be everywhere so houses can become max level.
A district of houses say like 10 of them should not need more than 3-4 decorations. Lets not say it with quantity but how large of the area is decorations. 10 houses is 90 squares. So, in my opinion, decorations should not take space of more than 15-20 squares. Area wise 20% is fine I guess.
Also some of buildings like theatres or schools should give global desirability bonus, not just a big surrounding area bonus. I mean, which town with 500 people has 3-4 theatres or schools? It's so unrealistic.
My first mistake was building house too close too each other :/
Did something similar in another play through but even looking at you pics, you still need to put down excessive amounts of decorations. It does look nice but just seems unrealistic to me.

this is an older pic by now. I expanded the city and can still build houses close together with most of them upgraded to max. Can upload a picture later if interested
At the beginning I struggled to get it to 30, so I placed lot of decorations.
With more and more houses upgrading and adding bakery, school and healer it went trough the roof.
I had in the end around 120% instead of 85% needed for the highest buildings.
So I moved some gardens to other areas to boost their desirability and added in houses instead.

I set the houses back from the road one square and leave one space between the houses so they can be surrounded by desirability upgrades. My houses have no less than 130 desirability. Also schools, pubs and parks within range...after school one needs to drink and pass out in a park.
