So the number you reported sounds correct.
What you need to do is get your housing to manor. And delete extra housing buildings or add more theatres.
Half of my houses are already Manors, the other half are all Large Houses, which I'm atm buffing with decos to get everything up to manors. Buuut, I don't think house tier effects their Entertainment in any way?
Also, not sure how towers, foragers, etc. factor in?
Do you know if the Pubs are also capped to only provide entertainment to 10 houses max too?
These caps are gonna uproot my whole city planning
