I've been wanting to directly test this and just haven't.
Like just a basic test. 20 Houses one Market, 20 Houses 2 Overlapping Markets, 20 Houses Two Markets serving 10 Houses.
Too busy just chilling and playing to do GAME SCIENCE^tm.
6 Shelters covered by one Market: 6g income
6 Shelters covered by two Markets completely overlapping: 6g income
6 Shelters, two far spread groups of 3, each group covered by one Market no overlap: 6g income.
Desirability doesn't appear to factor in at all beyond each housing jump (i.e. Shelter to Homestead) generating more tax income. So a Shelter at Desirability 8 generates the same amount as a Shelter at Desirability 24.
