If you want to tell a story in this way, tell it from both sides. Why am I breaching this room? Frozen Synapse had a similar problem with its one-sided story. Also, happy grenade guy is a little *too* happy with throwing grenades around. It would be really neat if previous missions affected later missions in specific ways. Enemies shouldn't just be generic stand-around, wait-to-get shot enemies but have conversations that can be eavesdropped on and provide valuable intel. Those conversations could also be completely irreverant to many beloved franchises. For example, "Kids these days are terrible." "Tell me about it. Yesterday, I was watching Harry Pothead on Heaven's Kitchen. My little brat walked in and shot my knee with a toy bow and arrow at point blank range. I'm still limping around." "Dude, you should have just called in sick today. I hear there's a bad case of Lightning To The Face going around." "Yeah, that's pretty messed up too."
I think Chaos Mechanica’s suggestions/comments are very good. And as for the people being picky about the words “Druid” or “Mafia” Viral Frog’s definitions were pretty explanatory, though I believe “Druid” is being used more-so in the form of magic users who are very close to nature (as seen in Dungeons and Dragons). And like Chaos Mechanica said, this is just a concept and there are other terms that could be used.
My favorite antagonist here is the Rival Team. I like the concept that there's another group of Breach Wizards out there, who are basically like The Seven except minus all that M-rating graphic Sex and ultraviolence.

As for the heroes, I like your concept, and ultimately the game is yours, but I do like Chaos Mechanica's suggestion about starting-out official and having the option/narrative arc of going rogue, and/or staying in the department and working on the edge of the law for the ultimate goal of cleaning-up.

As for the "Druid Mafia" [Perhaps a good name for them would be the Vitus Cartel, as it avoids association with the pagan religion but still has the inlaid tropic irony of "Life/Nature" being evil], a good plot point for working them into the story is that they're an investigation that's "taken over" by treachery from the Rival Team, who in-turn decide to take a cut from the Mafia in return for letting them operate with only token prosecution.
I played through Gunpoint not too long ago, great game. Looking forward to this one too.
