As for the heroes, I like your concept, and ultimately the game is yours, but I do like Chaos Mechanica's suggestion about starting-out official and having the option/narrative arc of going rogue, and/or staying in the department and working on the edge of the law for the ultimate goal of cleaning-up.
As for the "Druid Mafia" [Perhaps a good name for them would be the Vitus Cartel, as it avoids association with the pagan religion but still has the inlaid tropic irony of "Life/Nature" being evil], a good plot point for working them into the story is that they're an investigation that's "taken over" by treachery from the Rival Team, who in-turn decide to take a cut from the Mafia in return for letting them operate with only token prosecution.
