Dream Mission Escalation: The Calvary. Why is there a Banks Confidence Mission with no Banks?

Is she somewhere in the level but I can't select her or something, like her anxiety missions? Except I had a Banks there to get more Banks!

It's a very weird and one off goal; you have to clear the mission with the current squad, then replay it, which allows you to select your squad, and use Banks to get her goal. It is the only time in the whole game this is needed, which makes it feel like a last minute change that wasn't tested properly or something.
