Blame Steam for how long it took for this game to come out because it's their fault. Kagura Games and even Acerola maybe aren't without blame in this situation either because someone wasn't willing to release without Steam.
And the asking price for the game is fair. The effort KG puts in is obvious and you're getting a game without mosaic censoring. By all means though, feel free to buy on DLsite on discount right now for 990 JPY (US$7.63) and get a mosaic censored game that is in Japanese only.
Honestly, they (KG) should be charging more for games on Steam than they do on their own storefront. I know they can't do that because of Steam rules, but Valve takes an unreasonable 30% cut on every sale and each game needs to be cut down into a functioning all-age version for the Steam kiddies who for whatever reason can't buy on a real adult game store.
Steam basically saved PC gaming. They run the most successful PC gaming storefront, when many people refuse to buy from anywhere else (as evidenced by them listing their games here too, despite having it on their own store), and that makes them taking their cut perfectly reasonable. Maybe you don't remember when consoles were getting every game and PC was getting scraps before Steam, but I do.
And no, they do NOT have to cut the game down into a kid friendly version. They haven't HAD to do that for years; Steam changed that policy forever ago. There are plenty of fully adult games being sold on Steam as is, no patch required. They CHOOSE to keep doing the patch method because it directs traffic back to their own site. They CHOOSE to do it because it benefits them.
Japanese games are being bullied and rejected by Valve all the time, often without any reason whatsoever, occasionally even those that don't have any H content (Curse of Kudan or Chaos;Head Noah for example). You rushing to defend a multi-billion dollar corporation is certanly admirable, but you should have probably tried to find out more about Valve's attitude towards otaku-targeted games first. The only adult games that are safe from Valve's tyranny on Steam are those hideous 3D western visual novels.

This is incorrect. Many countries, including Germany - one of the world's biggest software markets, period - ban any and all uncensored eroge from purchase or indeed even being able to view them. If the company released the games on Steam in a fully uncensored form, then there would be a very notable net loss due to lost sales from aforementioned Germany and other places.
But as other people mentioned it's pretty old. That being said if you played 1 acerola game you have played them all.
I am honestly more amazed you can tell so many differences from Claire, considering it's generally considered pretty average out of acerola games and not too much newer either.
Collette is considered by far number 1 of the company and a success they did not ever remotely come close to ever again. So it would be kinda unfair to compare to it.
