What are the daily patches?

Check the SteamDB history about what actually changed: review ratings and user tags.

The store page got some minor updates over the years, but the game itself has not received any official update.

Are you playing the game on multiple devices so that Steam Cloud updates stuff? Because I can assure you that there are no patches for this game, I'd notice that. ;)

Nope, I only have one device and that's all

KoF XIV is doing the same too

Also the size is always different, sometimes are some few KB sometimes are some MB. Savefiles size is usually consistent

Just chiming in, I've also received regular updates for the game, and I've never even made a save file (previously played the original on Vita, bought on PC for Hacker's Memory).

Under SteamDB -> History you can look up what actually changed in those updates. This one in particular changed the review percentage on the store page from 92 to 91.

So that shouldn't be the updates you receive.

Another option could be Steam Input controller mappings or redistributable updates, although that wouldn't explain why I don't get such updates from time to time.
