You can play this one to try out Digimon game as this game has more Digimon rosters and more contents due to it has 2 games in 1 bundle.
The 2 games are related, so you should play Cyber Sleuth first then Hacker's Memory
For me the monster collecting part is what makes it the most Pokemon-like feature for me speaking. I think a digimon game should implement V-Pet simulation in their further titles as thats where the roots were from. Cybersleuth makes these Digimon merely a weapon or tool for you to use instead of raising them like in Digimon World.

If you like Monster Raising aspects: Get Digimon World 1 or Next Order or ReDigitize and pray to god Habu knows how to handle the next digimon world game
If you loved the Original Digimon Anime, Digimon Survive does its best in terms of Narrative the gameplay is not that bad either. Be warned that it is by core a Visual Novel so dont expect too much 'gameplay' I recommend to get it on sale like 40$ or 30% off if you found the Visual Novel aspects to not your liking
