Yup, I've been trying this method. It seems to be a rare drop. Took me about 30 minutes to get the first two but no luck yet on more.
Also if you are having to retry dozens of times, you may as well try to get the save time as close as possible to when the development finishes. Note that if development finishes while you are on the menu saving your save will be after the item is chosen, so keep a backup save just in case you overshoot.
What about PlatinumSukamon? Is it worth to always keep 2 of them in the active party? I'm finding their fighting style incredibly boring and would love to be more diverse. Right now, I'm farming my Etemon to PlatinumNumemon so until I get them, I'm using at least 2 PlatinumSukamon in active party per battle.
Should I just keep one instead and switch it out with someone else?
The best grinding in my opinion is to take 3 platinum sukamons with 3 tactician usbs each, in chapter 16 or higher, and go to Odaiba along with a rookie+ Free type mon for starting battles and whichever mons you want to train. ALL of the enemies in Odaiba use physical attacks only, so the platinum sukamon's 999 defense stat makes them basically invincible. Most if not all of them are ultimate level as well, so the XP is really good there. Just Function call to stat battle, then press select and alt tab for a minute or so, come back with enough xp to go from 1 to 50 in one battle.
Obviously chapter 16 is pretty far into the game, but you don't really need to do much grinding prior to that, especially if you play on normal. Only end game and bonus content enemies should be strong enough to force you to optimize at all on normal. Bonus, by the time you get that far you should naturally get all the tactician usbs you need just from spamming development while you play the game.

Sadly, I'm not at chapter 16 yet as I've been going through side missions, managing my Digif-farms, collecting items, etc. It's actually taking much more time than I had expected.
Question though...are the Royal Knights from the DLC packages worth leveling up? I've been using them a lot but it seems they take much longer because of the xp length.
First off, the DLC Royal Knights are not worth levelling up. They have low stats compared to actual megas and they're basically only useful in early game. And while I do agree that having the maximum number of PlatinumNumemons and Tacs is very beneficial, it is by no means necessary. For example, having 3 PlatinumNumemons gives the most xp, but you can complete battles much faster if you use something else to one-shot the fight. Though I would like to reiterate that stacking Tacs is not THAT major of a difference. The way the math works out, having 9 Tacs equipped only a little over triples the technical value of having 2 equipped, so DON'T stress over it. And if you'd like reference on the math, each Tac increases the battle xp by one fight's value. So one USB equipped is 2x, 2 is 3x, and that makes 9 10x if we follow that process. If we use an example, if we said a fight was normally worth 500 xp, then with 2 equipped you would get 1500 xp. 9 would be 5000 xp. And while yes, that is a major difference, keep in mind that it only saves you a bit over 2 fights worth of XP, so it isn't all that vital when you consider how much time it would take to get all those extra USBs in the first place. If you already have them, then great, use them. But don't worry if you can't get them. Also, don't bother using PlatinumNumemons if you're not specifically grinding. If you're just doing normal story or side mission stuff, then just use whatever party you like to use. It's easy to get level 99, or at least into the 80s, so don't worry about the bit of wasted xp from those high xp value fights.
Thanks for the reply! Some of the details is what I suspected and from now on, I'm going to be much more diverse in my party lineup. It just felt so boring at times playing with 3 PlatinumNumemons lol.
I'm going to abandon using the DLC Royal Knights too (except when I get the Mega versions). Been playing through a normal story playthrough so far.
