Yes, it is way better than Pokemon, but it depends on your feelings and how you see the game.
It is technically "Pokemon for grown ups", since it has lots of dark/sad moments and this game is definitely a must for everyone, even to new players. Make sure to start with Cyber Sleuth and THEN Hacker's Memory, the original Cyber Sleuth is on the right side and the Hacker's Memory on the left side, you'll notice the differences when the Administrator tells you about the games and the options. They are the same game, but Hacker's Memory is basically a parallel story about what happens in the original but playing in the background. Think about 2 different protagonists doing their own thing at the same time in their own games but the story is one.
As for is it better? To me yes but I see it as this
If you want something simple and casual, stick with pokemon
Want something more mature and complex? Digimon is the right path as Digimon is pretty much Pokemon for teenagers and adults due to the themes it goes over(Betrayal, loss, divorce, ect at least in the anime)
It's hard but not too much (even has two difficulties, something that should exist in pokemon since gold/silver imo), the xp grind isn't annoying, the digimon finding is fun because you're not sure who you'll get (well unless you know digimon by heart) the fights are well... it's still just a RPG but you're not just stuck at 4 abilities. The story is more than just "be the best with your friend lol !", it's still a bit japan-ish and some parts are odd but it's way more interesting than what pokemon ever offered since diamond/perl.
I didn't even scratch the surface and half the stuff in this game is already way better than what pokemon ever did.
I was only merely interested in the anime, which is superior to the Pokémon anime. Actual character development, and more drama. It is more teen friendly than kid friendly, which Pokémon is. However, even the latest anime season of Pokémon has its moment in terms of dealing with Death of a Pokémon n' what not. But they are few and far between of "random kids thing"
However. Pokémon truly shines in the competitive scene. Whether it is VGC (The official tournament regulations) or Smogon (Fan based) - The game suddenly becomes a "A to B ez mode" game to a deep, strategic and a game of predictions. Most hardcore players that buys the new Pokémon games are doing it for the multiplayer competitive scene, and not the story.
I can't say anything about Cyber Sleuth and the competitive scene other than noticing how "dead" it seems compared to the Pokémon scene. I buy these types of games for the online component, not the story. A story only lasts you once. PvP is forever.
The Digimon designs are a LOT better too, more detail with more adult designs and far more powerful but Pokemon are a more recognisable brand like Pikachu
The main problem is the games, Digimon games never catched on and Pokemon games are a phenomenon, even tough Pokemon it's literally the same thing each game and very similar to the anime.
It's fair to mention Pokemon has a hardcore competitive PVP scene to make up for it's super casual games.
So pokemon is more mainstream and famous like say Call of Duty and Digimon is a more obscure IP that it's not for everyone since it's more of a Japanese RPG with a more complicated gameplay.
Also correct me if I'm wrong but didn't Digimon came first with the Tamagatchi eggs?
The actual Pokemon creatures have better design, in my opinion. Mostly more subtle and plausible as a living thing, which suits them. They also tend to have stronger, simpler themes while Digimon are kind of over-designed and tend to all look kind of the same at the high end.
Story of Digimon tends to be better. Every pokemon game is: get starter, beat gyms, fight Team Rocket, fight Elite Four, done. No real character development ever occurs. Pokemon are the center of everything, humans are kind of irrelevant. Digimon often revolves around humans, or even just revolves around how humans and digimon interact.
Digimon is also a bit more mature in topics involved, and is less of a preteen/early teen bildungsroman.
