Incomplete Kowloon Co. Digimon (Why was one Scrapped?)

So, I was talking with a few friends about the Dawn and Dusk games and we both hit the same thing at the same time for this one group in that game: Kowloon Co. It would've been a wonderful quest to have for Hacker's Memory, but does anyone have a clue as to why SkullBaluchimon was scrapped? I wouldn't put the V-Tamer block on it since it doesn't feel like it'll hold water.

no clue really. hes in the game's code with a complete model so they must've had some reason.

hes not a V-Tamer Digimon and is in the new Vpet, so theres no license issue. maybe his model wasnt working properly or something?

also waruseadramon and spinomon are kowloon members too lol

Oh yeah, forgot those two for some strange reason. Maybe we were going to get every Kowloon Co. Digimon, but WaruSeadramon I get a bit, but Spinomon could've brought in more people or brought back Dusk/Dawn fans.
