They are statistically better. They also have access to stronger inheritable moves, and the process of evolving increases level and bonus stat caps as well. It might be possible to stick with a lower evolution but it's definitely difficult. A bit easier if you are willing to cycle through the higher evolutions to learn the skills and then de-evolve back down.

Could you stick with low levels most of the game? Probably.

You get free boosts to stats for going for higher rank digivolutions though. Also at the very least you will want to digivolve into higher forms to learn their skills, then you can go back to whatever you want and equip Mega-tier skills on a Rookie for example.

It's just gonna mean a lot more grind.

Very much easier to go with higher stages but this makes me want to try beating the game with all low tier mons...

If you never evolve a digimon you will not beat the game. All Digimon have a level cap, and ones freshly created are really low (like first stage caps out at 12 to 15 I think). The only way to raise that is to evolve then devolve. Each time you evolve a Digmon it's level cap and a stat known as ABI will go up. In theory if you evolved and devolved a Digimon enough it's cap will be to the max of 99, but its stats are going to be drastically worse than the upper tiers. If you are gonna try this, I'd go with something at least semi-reasonable, like Champion level. Rookies with a ton of grinding and stat boosting food, may be possible, but it would be one helluva long grind to do so.

Just play the game normally, man. This ain't dark souls/bloodborne to go ultra hardcore at sl1/bl4, seriously...

The game's designed to make you evolve and go higher in power, especially if you want to tackle optional content with the sins and the knights, just saying.

Best thing you can do is just like Paladin said, get the digimon you like, evolve it, max it out, get all the best skills by inheriting and de-evolve back to the stage you want, they'll be both stronger AND have skills at least which you gonna need.

And when you finish, there's always New Game+ which you can then play from the very start with all of your hard worked digimon at the forms you like, ain't else to say here, have fun.

I also wouldn't suggest sticking to lower rank digimon on Hard. It's... well, hard.

Sounds like someone's never sat around for 3 hours with a bunch of platinum suka/numemon committing the ultimate in grinds

While not a lower level Digimon per se, i did take a MetalMamemon along till the end in Hacker's Memory, and he did pack quite a punch even against the final boss. It's just a matter of using the right skillset and properly training your digimon. Unless we're talking about hard difficulty, that thing is artificial, no real challenge strategically, just huge HP walls that hit like a truck several times in a row.
