Someone in this Forum said this is the Western Version so you won't get Sistermon Noir.
You can get Sistermon Noir in the EU Version.

Lunamon though was basically the "Legendary Pokemon" of Digimon World Dusk. Dusk/Dawn both had their own special Digimon for each version as your starter, kinda like how Pokemon does separate versions with different Legendary Pokemon.
As far as I can see, Sistermon (both versions) debuted in Digimon Collectors, a mobile phone game only released in Japan. Sistermon Ciel however was created specifically for the NA version of Cyber Sleuth for censorship.
The reason for that is because Sistermon Noir looks like a Nun with guns and that's possibly from a movie rather than just religious reasons. I don't think it's just religious reasons due to the fact of having Lucimon, Devimon, Angemon, Angewomon, Lilithmon, Beelzemon, etc all intact in to the game, it doesn't make sense to take out / change Sistermon Noir just for religion.
European version of the PS4/PSVita games have Sistermon Noir the original Japanese version, but good luck with the American version who managed to snip their butthurting nails in to the Steam.
