If you don't have any resistances to absorbing blood via the mop, then it may be reaching the full cycle of dirtiness too fast for you to realize its effectiveness
I personally went with all resistance & no efficiency for my tools, which made them last a lot longer & even in some missions with the self cleaning, I only needed 1 or 2 mop buckets max, it's that useful, if you're patient that is
Just so there's no confusion, I don't remember what the effect of being able to absorb more liquid, so I just called it resistance, but if it is that, phew, but I was just referring to the upgrades that allow you to absorb more blood/dirtiness into your tools before it becomes unusable
