chapter 1 Tapes

I can't find the third tape in Chapter 1.
I found the tape where the victims are.
Then the tape behind the flower area where you need two keys to get outside.
But I can't find the third. I was already on the ledges on both sides.
Didn't find any in the apartment below. Even in the cage on the other side of the parking lot where there is money I didn't find it. Could someone give me the answer please? :)

Got it. You had to press the green button. Only tried the up and down arrows not the green one. Thank you for helping me see it :)
