Can't interact with anything including tools. Chapter 1:Trial By Blood

I'm in Chapter 1:Trial By Blood and I can no longer interact with anything. I can't pick up and move any objects, including the mop bucket, power washer, and lights. I can't interact with any of the tools I just listed to use them. Trying to rinse a bloody mop or sponge just results in clean water and a bloody mop or sponge. This problem exists on both Xbox One controller and mouse and keyboard.

I'm 87% through the main area and I've finished the entry and locker rooms.
I've tried respawning, restarting the game, even deleting and reinstalling the game.
I have not tried restarting the level yet. I will if there are no other recommendations.
