Can you replay missions for extra to earn more skill points to use later on in bigger chapters?

Yes

You can replay any mission at any time when you are at your house, when starting the next mission sequence, you can optionally choose a location you've already completed allowing you to earn more XP, however, some major collectible cash items may not appear, but the smaller ones still do
