Hope this helps someone... When I turned V-Sync "Off" it fixed all of my sluggish/stutters. I figured it out after it started happening in Power Wash Simulator too. For reference, I was capping the in-game FPS at 60 via the menu (in both games) but my monitor is 300Hz. It's never been an issue before but who knows.
Good tip! I tried it but no luck for me...altough there were less stutters. I turned it back up to ultra just to see the difference and the stutters were again through the roof.
Although, I do have slight frame rate drops when looking at specific sectors of the crime scene mission/map. I noticed it more on the Mateo's Pizzeria Crime scene so I'm assuming it happens on bigger maps. I'm not entirely sure if that's a fault on my end or if its a game optimization issue.
Overall though, the game runs pretty smooth. It's just those slight fps drops that kind of bother me, but they're manageable and aren't a deal breaker to me.

Insane frame drops from 180+ to as low as 40, enormous stutter and lag. Lowering settings a little helped but didn't solve it. Locking frame rate to 100 or so helped but it hasn't solved it. On some maps the performance is ok, on other's it's absolutely unbearable. It also very much depends on where you are on a map, some parts work fine and then you walk to another part and you're stuttering all over the place
I'm not certain but I think part of it is because of gamepass and the nvidia app that doesn't recognize 99% of gamepass games. At least for me. The games that aren't recognized by nvidia app seem to have far worse performance and tons of issues / bugs. It's possible that the steam version doesn't do this. But the gamepass version is almost unplayable.

i switch my graphics settings a couple of times and then played with the vsying on and off and it just stopped after that
