Shipwreck Crew Not Working

So I got the letter from Ora saying that a crew was shipwrecked. When I get to the island the shipwreck is there, but it doesn't give me the option to bring them aboard, its just blank. I went to the island that you drop them off and nothing happened either. Really confused and wondering if I did something wrong or the game is just broken. I also discovered the shipwreck island before I got the letter from Ora. So maybe that's why it isn't working.

Hey!

Make sure you have a spare quest slot before visiting shipwreck island, it should work afterwards.

It's OK if you discovered it beforehand.
