I still haven't figured that one out.

Under Tactical Combat :
Radio.
Radio
Another new unit bringing its own unique mechanic is the radio-equipped Artillerist unit. These special troops will be able to help your artillery pieces to rain more accurate fire on the enemy with the Corrected Shot mechanic.
An Artillerist will have a circular area of effect centered on the unit. Thanks to the radio, any indirect fire artillery piece will shoot with greater accuracy into the Artillerist influence zone. When using Corrected Shot, firing shells into the area will reduce the aiming time, which increases the rate of fire of your artillery piece. If you want to fire a normal, uncorrected, shot, you press “Ctrl” key while aiming.
Will shoot with greater accuracy INTO the artillerist influence zone.
So, SU-76s and Hummels have radio - so if they fire *in* to someone elses radio network, they will get a corrected shot.
Soviet mortars and F-22 guns do *NOT* have a radio, and even if they shoot in to someone elses radio network they do not get a bonus. As far as I can tell, placing these units next to a radio unit makes no difference.
Hope that helps.
So you just need an artillery unit with a radio and an observer to be able to use corrected shot.
I really think artillerists should have a smaller aura to let them give corrected shot to near by units.
