Ju-88 with 50kg x 28 = 1400kg payload has 490km/h speed
Ju-88 with 500kg x 2 = 1000kg payload has 295km/h speed


What makes such huge difference

But seriously probably balance. 2 x 500kg bombs can smash tanks, while 28 x 50kg bombs will stun them. You don't want heavy bombers flying out at high speeds and just popping tanks.

The idea was to take into account the fact that one had carried its payload internaly, while the other had it externaly.
But you are right that the difference is too big, the 2x500 variant's speed is being buffed a bit.?
