Bonus game "20" not working?

The instructions say that when the stock pile is empty, I can move cards from any tableau pile into the empty spaces.
But it won't let me do that.

Without that ability, the bonus game is barely playable.

Is anyone else experiencing this?

I don't have the game JMS2 CE on Steam, but I have it on BFG, which also has this bug.

Many of the bonus games in this game have the bug that cards from the board can be returned to the deck. So, return the desired card to the deck and it will "jump" itself to a free space.
