2. Yes, using a any spell will level up the stuff, though hitting more enemies gives you more exp, as well as multi element speel leveling both at the same time. For spells that can be outside keep in mind, that it only gives exp for actually healing people, so while in battle, using all heal will give you exp for each character that got hit, but outside it gives you only exp for the amount of people that weren't full.
Additionally using special moves to train elements is more effective than using magic with the same elements
3. yes. the star level is solely dependant on the level of the weapon or element it is learned with. Though keep in mind, that while you might be able to use some spells with any weapons (like V-Slash can be used with either of the 3 weapons of justin), the star levels only grow with the weapon type listed in the skill list (for example sword for V-Slash)
